Joseph Ellis
Joseph Ellis is the Director of Emergency Management for the City of Garland, Texas, where he oversees organization wide preparedness, response, and resilience strategies. With more than 20 years of experience in risk, continuity, and emergency management, he brings a dual perspective shaped by service in both the public and private sectors.
Joseph began his career in law enforcement before moving into emergency management and later the private sector, where he oversaw enterprise risk management functions spanning business continuity, corporate insurance strategy, and physical security for a global semiconductor company, before returning to the public sector. That blend of operational fieldwork, municipal emergency management, and corporate crisis leadership gives him a unique understanding of how resilience strategies must adapt to different organizational cultures and threats.
He holds a Master of Public Administration from Arkansas State University and a Bachelor’s in Emergency Management from Jacksonville State University. Joseph is a Certified Business Continuity Professional (CBCP) and a Certified Emergency Manager (CEM). He is active in DRI International, the Association of Continuity Professionals, and Risk Management Associations.
