Hamid Reza Nikvan is a seasoned public utilities executive with over 18 years of experience in both private and municipal water and wastewater operations. As Director of Public Utilities for the City of North Miami Beach, he leads the third-largest municipal utility in the state of Florida, serving a population of over 180,000 populations across multiple communities. He oversees a large portfolio that includes the Water Treatment Plant, Water Distribution, Wastewater Collection, Customer Service and Billing, Infrastructure and Engineering, Utilities Capital Improvement, Utilities Finance, and Utilities operations and maintenance.
Hamid is nationally recognized for his leadership in disaster preparedness, infrastructure resilience, smart utility innovation, and post-crisis recovery. He has led rapid restoration efforts following major hurricanes and emergencies, ensuring uninterrupted service, and protecting public health in vulnerable communities. His strategic approach combines capital planning, advanced engineering, and digital modernization—leveraging technologies such as SCADA, AMI, GIS, and CMMS—to build intelligent, SMART, and adaptive systems that can withstand, respond to, and recover from extreme events. Through data-driven decision-making and proactive risk management, Hamid continues to advance the resilience and sustainability of municipal utilities in Florida and beyond.
