Dr. Jiqiu (JQ) Yuan, P.E., PMP, serves as the Chief Resilience Officer at the National Institute of Building Sciences. A licensed professional engineer with over 20 years of experience in research and development, Dr. Yuan is an expert in enhancing the resilience of infrastructure and communities against natural disasters.

He plays a key role in the development of guidelines, codes, standards, public policies, and applied research initiatives across multiple areas of building science. In his leadership role, Dr. Yuan drives interdisciplinary and inter-organizational collaboration, promotes innovation in the built environment, and provides strategic guidance on emerging resilience priorities.

Dr. Yuan serves as the staff lead for several key councils at the Institute, including the Building Seismic Safety Council, the Multi-Hazard Mitigation Council, and the Committee on Finance, Insurance, and Real Estate. In 2022, he was appointed to the FEMA National Advisory Council.

Prior to his current position, Dr. Yuan was a researcher at the Federal Highway Administration’s Turner-Fairbank Highway Research Center. He has also served as an adjunct professor at George Mason University and George Washington University.
